North Korea Willing To Disable Nuclear Facilities
North Korea offered to meet a U.S. request that it declare and disable its nuclear programs by the end of the year. South Korea said, indicating its will to comply with a disarmament pledge after shutting down the sole operating reactor. The North pledged in February to shut its sole operating reactor and disable the rest of its nuclear program in return for 1 million tons of oil and political concessions. It shut down the putonium-producing Yongbyon reactor over the weekend, and North Koreas's chief nuclear negotiator offered to meet a year-end deadline for a complete shutdown according to South Korean chief negotiator.
